About the Role

The objective of the FLFNs Housing Coordinator is to ensure that the FLFNs Housing Department provides quality, safe, and affordable home residence/units for the members of the FLFNs within the resources made available, equitably, and within the relative FLFNs Policy and FLFNs Housing Budget.

The FLFNs Housing Coordinator will act in a frontline role and will work with the FLFNs Housing Director and the FLFNs Housing Authority/Committee to establish and apply FLFNs Housing Policies, prepare a FLFNs Housing Budget, manage home/residence/unit residents and tenants’ relations, recommend major housing repairs (renovations) and new FLFNs Housing construction and/or housing projects.

The FLFNs Housing Coordinator will report directly to the FLFNs Housing Director and will liaise with the FLFNs Housing Authority/Committee, current tenants, housing applicants, other department within the FLFNs, and external parties including, contractors, Indigenous Services Canada (ISC) and the Canada Mortgage and Housing Corporation, etc.

Duties & Responsibilities

The FLFNs Housing Coordinator shall;

· Organize and maintain housing files including those for tenants, applicants and maintenance; and

· Supervise and monitor all issued FLFNs Housing contracts in progress to ensure all contracts are performed on time, on budget, within acceptable codes and that the workmanship is acceptable; and

· Monitors the quality of work on FLFNs Housing renovations, maintenance and repairs; and

· Schedule appropriate housing, electrical, plumbing, heating, etc., as required; and

· Provides information and responds to inquiries regarding the FLFNs Housing Department; and

· Ensure that the FLFNs Housing Department and relative policies are within FLFNs Polices including the FLFNs Financial Policy and the FLFNs Financial Act; and

· Provides information on FLFNs Housing Policies and the FLFNs Housing Department; and

· Works in conjunction with the FLFNs Housing Director, the FLFNs Financial Manager, and the FLFNs Chief Administrative Officer (Band Manager)relating to FLFNs Financial activities; and

· Maintains the FLFNs Housing Budget in the overall FLFNs Annual Budget; and

· Reviews FLFNs Housing Financial Statements as they relate to the FLFNs Housing Budget; and

· Plans and manages physical and financial resources to achieve the FLFNs Housing Department’s objectives; and

· Prepares purchases and work orders are within FLFNs Housing financial parameters; and

· Prepares FLFNs Housing Department reports, as required; and

· Prepares tenders for housing repairs and renovations as required utilizing the FLFNs Contracting Policy to ensure competitive bidding format for all contracts; and

· Prepare tender documents for housing repairs and renovations for contract work and notify contractors; and

· Prepare regular progress reports and monitor financial expenditures in accordance with approved project work plans; and

· Attend meetings and establishes networks relating to the FLFNs Housing Department; and

· Provides assistance to members in filling out FLFNs Housing related applications; and

· Provides tenants and home/residence/unit residents with information on a variety of health, safety, maintenance, repair and preventative issues; and

· Provides clarification to tenants and home/residence/unit residents on the FLFNs Housing Policy; and

· Provides guidance and advice on tenancy issues; and

· Maintains a database on all homes/residences/units under the authority of the FLFNs Housing Department; and

· Ensures all units meet adequate health and safety standards.

· Prepares preventative maintenance schedules.

· Ensures annual inspections for all rental units are completed to ensure adequate maintenance and to identify future maintenance requirements.

· Ensures that any general maintenance and repairs are done with rental units.

· Perform other duties or responsibilities as directed by the FLFN Housing Director.

Requirements

  • Diploma or degree in housing, constructing, business an asset but not necessary

  • 2–5 years of experience for housing or project management or construction coordination or working with Indigenous communities or organizations an asset but not necessary

  • Experience with CMHC programs (Canada Mortgage and Housing Corporation) and Indigenous Services Canada housing initiatives is an asset but having the  willingness to learn

  • Frog Lake First Nations housing policies and regulations

  • Federal and provincial housing programs (e.g., CMHC, ISC)

  • Housing inspections, maintenance, and repairs

  • Budgeting and financial reporting

  • Strong administrative skills, including:

  • Microsoft Office (Word, Excel)

  • Report writing

  • Scheduling and documentation

  • Familiarity with building codes and construction processes is a strong asset.

  • Strong communication and interpersonal skills

  • Ability to work with community members and leadership

  • Cultural sensitivity and understanding of Frog Lake First Nations governance, and language (willingness to learn)

  • Problem-solving and conflict-resolution abilities

  • Valid driver’s license and access to a reliable vehicle

  • Criminal Record Check and possibly a Vulnerable Sector Check

  • Willingness to travel, especially to remote areas or within the community

  • Must be in good standing within the nation
